Can I cancel travel insurance policy within 14 days?

You can not cancel all the insurance within 14 days, but the review period depends on the type of policy you purchased. For the Safe Travels Explorer plan, it needs to be canceled within 10 days of purchase (10 days free look) (or from the date of receipt if mailed), provided you have not already departed on your trip and there are not any claimable losses incurred during that time. If you depart on your trip before the review time expires, the review period shall automatically end upon your departure.
